Using this site

By using copnatlas.com you agree to these terms. You may read, link to and quote this site. Do not copy the site or the sample in bulk, scrape it, or try to disrupt it.

Independent compilation, not legal advice

COPN Atlas is compiled independently from public records. It is not affiliated with or endorsed by the Virginia Department of Health or any other state agency. It is a research aid, not legal, regulatory or financial advice. The state's own documents are the official record; rows link to them wherever VDH has posted them, so you can check.

Accuracy

We check rows against the state's documents and record conflicts between them, but agencies publish late, revise documents and make errors, and so can we. The site and the file are provided as is, without warranties of any kind, express or implied, including fitness for a particular purpose. Tell us about an error and we will correct it in the next monthly file.

Subscriptions

Reserving. A reservation holds a founding rate and costs nothing. You can cancel any time before the first file at no cost; a reply to the confirmation email is enough.
Term and delivery. A subscription runs 12 months from the first file and includes the monthly files in that period, delivered by email as Excel and CSV. A founding subscription also includes every state and add-on added to COPN Atlas during that period, at no extra cost.
Price and payment. The price is the one stated when you reserve. The invoice comes with the first file and is payable by check or ACH within 30 days. If the first file does not match the description on this site as it stood on your reservation date, tell us in writing within 14 days of delivery. We then have 15 days to fix it; if we cannot, you owe nothing. A record of the site on your reservation date is kept for this purpose.
Cancelling after you pay. You can stop delivery at any time by email. Payments are not refunded; see Refunds below.
Renewal. Subscriptions do not renew automatically. Before the term ends we email the renewal price, and you renew only if you confirm.

Refunds

No refunds once the file is delivered. Because the invoice comes with the first file, every payment is made after delivery, and all payments are final, in whole and in part, including if you cancel partway through a term. Two protections come before payment instead: you can cancel a reservation at no cost any time before the first file, and you owe nothing if the first file does not match the description on this site. Once an invoice is paid, the subscription runs to the end of its term.

What you may do with the file

Your subscription is a license for internal use by anyone in your organization, including analysis and excerpts in work product you give your own clients. You may not resell, sublicense or republish the file or substantial parts of it, or use it to build a competing product. The underlying government documents are public records and are not covered by this restriction; the license covers our compilation, structure, normalization and research notes. Ask if your use sits between the two.

Limit of liability

To the extent the law allows, COPN Atlas is not liable for indirect, incidental, consequential or lost-profit damages, and its total liability for any claim is limited to the greater of the fees you paid in the 12 months before the claim or $500.

Governing law

Virginia law governs these terms. Any dispute goes to the state or federal courts serving the City of Alexandria, Virginia.

Changes
